x10.1 Locality Newton's Law of Universal Gravitation was always open to the complaint that it involved \Action at a Distance", contrary to the Principle of Locality. But it was very well established empirically, and had to be accepted. Similarly in contemporary quantum me- chanics we seem to have correlations between measurements that defy the Principle of Locality, but have to be accepted none the less.1 Although locality is a characteristic mark of causal con- nexion, it is not, as Hume (...) supposed,2 an essential one. Nor is it merely a uniformity we have found to hold for the most part|else we should feel little compunction in accepting that in some cases it happened not to hold. It is clearly an a priori principle, though not an absolutely necessary one. (shrink)

Since all of the distinguishing features of the early development of modern physical science seem to be embodied in the works of Newton, e.g., the abhorrence of occult qualities and the great surge of experimental knowledge, the mechanical view of matter explained by mathematical theory, the constant attempt to reconcile the God of revelation with the world machinery, Robert Boyle has too often been overlooked. In addition to giving a short sketch of Boyle's life, Mrs. Hall has admirably selected (...) texts from the eighteenth century Birch edition which at once manifest the genius of Boyle and his influence on Newton. Each selection is adequately explained and commented upon by Mrs. Hall in Part One. The chapter headings in the author's introductory essay parallel the headings she has given to the selections in Part Two: "The New Learning and its Method," "The Mechanical Philosophy," "Chemistry," and "Pneumatics." The sections on mechanical philosophy contain the core of Boyle's natural philosophy. The characteristic blend of natural philosophy with natural religion which was common to many members of the Royal Society led Boyle to disdain the Baconian attempt to banish teleology from investigations. Boyle's view of a world machinery is never considered as a scientific hypothesis as that term is understood today, but rather it appears to be at times a theological doctrine. The mechanical theory itself—the corpuscular theory of matter—which Boyle promised to set down in systematic form was actually never written as a complete system. Mrs. Hall has done much to give systematic coherence to Boyle's corpuscular theory in her excellent commentary and selection of texts. The book contains an adequate index, bibliographical notes, and a partial list of Boyle's works. One with an historical interest in the Newtonian age will discover another giant whose shoulders made it all possible.—J. J. R. (shrink)

John Locke's earliest significant publications appeared between 1686 and 1688 in the Bibliothèque universelle et historique. They were a translation of his New Method of a Commonplace Book, an abridgment of his (as yet unpublished) Essay Concerning Human Understanding, and two reviews, of a medical work by Robert Boyle, and Isaac Newton's Principia. It is likely that he contributed some other book reviews, but these cannot now be identified. An examination of surviving copies of the Bibliothèque universelle et historique (...) shows that it had a very complicated printing history, and both the volumes (tom. 2 and tom. 8) that certainly contain items by Locke were reprinted on several occasions, in some cases in editions that probably have false dates and imprints. Though this article concentrates mainly on the two volumes known to contain material by Locke, a preliminary survey of entire printing history of the journal has also been made, with the results presented in tabular form in Appendix I. Late in 1990, the Center for the Study of Ethics in the Professions at Illinois Institute of Technology (lIT) received a grant of more than $200,000 from the National Science Foundation to try a campus-wide approach to integrating professional ethics into its technical curriculum.! Enough has now been accomplished to draw some tentative conclusions. I am the grant's principal investigator. In this paper, I shall describe what we at lIT did, what we learned, and what others, especially philosophers, can learn (...) from us. This paper and its predecessor () are about the question: 'Are the events in the entire universe encoded in and predictable from any of its parts?' To approach a positive answer in classical physics, the following result is proved and commented on: in Newton's theory of gravitation, the entire trajectory of a particle can be predicted given any segment of it, regardless of how the other particles are moving-provided that there is only a finite number of particles and that (...) their speeds remain bounded. (It is this condition, together with a set of parameters characterising the motion of the other particles, which enables us to estimate the effect of the other particles on the trajectory of the given particle.) In the 1687 Principia, Newton gave a solution to the direct problem (given the orbit and center of force, find the central force) for a conic-section with a focal center of force (answer: a reciprocal square force) and for a spiral orbit with a polar center of force (answer: a reciprocal cube force). He did not, however, give solutions for the two corresponding inverse problems (given the force and center of force, find the orbit). He gave a cryptic solution (...) to the inverse problem of a reciprocal cube force, but offered no solution for the reciprocal square force. Some take this omission as an indication that Newton could not solve the reciprocal square, for, they ask, why else would he not select this important problem? Others claim that ``it is child's play'' for him, as evidenced by his 1671 catalogue of quadratures (tables of integrals). The answer to that question is obscured for all who attempt to work through Newton's published solution of the reciprocal cube force because it is done in the synthetic geometric style of the 1687 Principia rather than in the analytic algebraic style that Newton employed until 1671. In response to a request from David Gregory in 1694, however, Newton produced an analytic version of the body of the proof, but one which still had a geometric conclusion. Newton's charge is to find both ``the orbit'' and ``the time in orbit.'' In the determination of the dependence of the time on orbital position, t(r), Newton evaluated an integral of the form ∫dx/xn to calculate a finite algebraic equation for the area swept out as a function of the radius, but he did not write out the analytic expression for time t = t(r), even though he knew that the time t is proportional to that area. In the determination of the orbit, θ (r), Newton obtained an integral of the form ∫dx/√(1−x2) for the area that is proportional to the angle θ, an integral he had shown in his 1669 On Analysis by Infinite Equations to be equal to the arcsin(x). Since the solution must therefore contain a transcendental function, he knew that a finite algebraic solution for θ=θ(r) did not exist for ``the orbit'' as it had for ``the time in orbit.'' In contrast to these two solutions for the inverse cube force, however, it is not possible in the inverse square solution to generate a finite algebraic expression for either ``the orbit'' or ``the time in orbit.'' In fact, in Lemma 28, Newton offers a demonstration that the area of an ellipse cannot be given by a finite equation. I claim that the limitation of Lemma 28 forces Newton to reject the inverse square force as an example and to choose instead the reciprocal cube force as his example in Proposition 41. (shrink)

Biologically, pain is neither intrinsically good nor bad, but is a communication mechanism designed to serve organismal ends. Pain for any given person at any given time should be evaluated on the basis of “success” (or not) in serving those purposes. Yet, the physiological, psychological, and cultural complexity of the experience makes moral consideration of pain complicated. This is especially the case with infants in pain. The competence of the infant as a “decision maker” cannot, of course, be assumed. Even (...) if the child “thinks” about pain, an epistemological barrier exists in that the child cannot clearly communicate about the pain experience. Furthermore, any expressions of pain from the child may be necessary for diagnosis. Just coercion criteria provide a means of evaluating when and to what extent pain in infants should be controlled under the authority of surrogate decision makers. (shrink)

Focussing on those aspects of the phenomenon which involve the holding of "contradictory" beliefs, it is our intention to argue that this presents no "paradox" if a non-classical, "paraconsistent", doxastic logic is adopted. This collection of essays in moral philosophy has as its intended mark of distinction the fact that moral problems of the moment are the themes of the essays. The chapter headings indicate this contemporary concern: Abortion, Sex, Human Rights and Civil Disobedience, Criminal Punishment, Violence and Pacifism, War and Suicide and Death. There are essays by: Paul Ramsey, Philippa Foot, Jonathan Bennett, Thomas Nagel, Sara Ruddick, Richard Wassenstrom, [[sic]] John Rawls, R. M. Dworkin, William Kneale, H. L. A. Hart, J. (...) R. Lucas, Newton Carver, Jan Narveson, G. E. M. Anscombe, R. M. Hare, R. F. Holland, Mary Mothersill. One might well be inclined to agree with the editor's opposition to such philosophizing about morality which abstracts from the moral problems of one's own life. A purely theoretical approach to the study of morality would almost appear contradictory. However, it is necessary to express grave reservations about such a collection of essays as this. While the arguments of the essays are thoughtful and somewhat uncommon, the conclusions of the essays, as a rule, do not differ from "advanced" liberal opinions. In other words, the essays do not challenge students' opinions. The reading of these essays will but confirm the young in their prejudices. The problems the essays are concerned with are real problems; and it is a defect of the book that with the single exception of the chapter on Abortion no real opposing arguments are presented.--J. W. Blair (bio)Keywordsblame, responsibility, emotional responses, psychopathyIn this interesting paper, Levy argues that by failing the moral/conventional distinction task (Blair 1995), individuals with psychopathy show a fundamental inability to categorize moral harms and as such their moral responsibility for their actions is reduced. He argues that, although we might still wish to incarcerate such individuals to (...) prevent them inflicting further harm on others, we should be less enthusiastic to blame them for their actions.In many respects, I agree with much of Levy's treatise. I certainly do not regard ascriptions of blame as useful in my own work with this population. I believe that our goal should be to fully understand the nature of their emotional deficit to be able to treat it similarly to other researchers who work to treat other emotional disorders. To me, Levy's argument appears sound.However, I offer three considerations and raise questions within these considerations that might further the debate. First, not all rules involve care-based emotional responses to victims. As Levy notes, this is the origin of the moral/conventional distinction. The problem here is that we do consider someone responsible if they break a conventional transgression. The student talking in class is generally considered blameworthy for this action as long as they knew that the rule of not talking during the lesson applied to that classroom. Yet, there is no victim and no care-based emotional response. Here, the only thing necessary to ascribe blame and responsibility is that the individual knew that a rule exists. Given this holds for conventional transgressions, why must we necessarily make a special case, with respect to responsibility, for moral transgressions?I believe that Levy is fully aware of this concern. He specifically makes reference to moral responsibility and writes that:the kind and degree of wrongness, and therefore blame, which attaches to infringements of the rules [against double parking or line-jumping] is very different, and usually much less significant, than the kind and degree attaching to moral wrongs. For psychopaths, all offences are merely conventional, and therefore—from their point of view—none of them are all that serious.(2007, p. 132)But the danger here is that issues of blame and responsibility may become highly relativistic and hinge on the strength of the emotional reaction. This is a problem because, although we might judge someone as more blameworthy if he intentionally [End Page 149] runs over five people rather than one, do we really consider that there is a distinction in moral responsibility between these two cases? If not, might not responsibility relate to factual knowledge of the existence of the rule against the transgression rather than the emotional response to the transgression?Second, there is considerable debate regarding whether psychopathy represents a taxon or a continuum (e.g., Vasey et al. 2005; Edens et al. 2006). Assuming it does represent a continuum, then we have an additional concern. How little of an emotional response to the transgression reduces one's moral responsibility and blame? Is it only the very reduced (although usually not absent) levels of emotional response that are shown by individuals with psychopathy? Or should we consider moral responsibility and blame proportional to the level of the emotional response? If this latter option is adopted, then what should we do about individuals who show heightened emotional responses, for example, patients with specific anxiety disorders (Rauch, Shin, and Wright 2003)? There are already some data that inhibited children (a developmental precursor to some anxiety disorders; Kagan and Snidman 1999) show heightened conscience development (Asendorpf and Nunner-Winkler 1992). If such children commit moral transgressions, should we regard them as more morally responsible and more blameworthy than regular folks?Third, the issue of intention received little attention in this paper. I have been considered to show a similar lack of attention to intention in the past (Nichols 2002) and, moreover, in some respects the issue was of limited concern given Levy's main goals. Hume’s view of reason is notoriously hard to pin down, not least because of the apparently contradictory positions which he appears to adopt in different places. The problem is perhaps most clear in his writings concerning induction - in his famous argument of Treatise I iii 6 and Enquiry IV, on the one hand, he seems to conclude that “probable inference” has no rational basis, while elsewhere, for example in much of his writing on natural theology, he seems happy to (...) acknowledge that such inference is not only reasonable, but is even a paradigm of reasoning against which the theistic arguments must be judged. In the face of this apparent contradiction, many recent commentators have proferred “non-sceptical” interpretations of Hume’s argument concerning induction, but in this paper I sketch an alternative and perhaps less radical method of resolving the problem, by identifying a major threefold ambiguity in Hume’s use of the word “reason”. On this interpretation, Hume indeed sees induction as a paradigm of reasonableness in what is arguably the most important sense, but he nevertheless believes induction to be entirely non-reasonable in another sense, which though less important in common life is nevertheless very significant philosophically. A comparison with Locke can help to illuminate Hume’s position, which though indeed not entirely sceptical about induction, is by no means entirely non-sceptical either. (shrink)

It is not without a certain emotion that one opens this book devoted to the memory of a great scholar of medieval thought who worked and lived in the certainty that there cannot be a conflict between the Christian faith and science. In a significant essay, Benedict M. Ashley defends the idea of the philosophy of nature as continuous or identical with natural science. Ashley does allow, however, for so many divergences between philosophy of nature and natural science due to (...) later developments in science that this identification must be qualified. Steven E. Baldner points out some of the contradictions of Hartshorne's atomism: Hartshorne denies change and real causality. Anthony J. Celano recalls that Robert Kilwardby was very much aware that happiness as described by Aristotle is quite different from the beatitude promised by the Christian faith. The order of the divine entitative attributes in the Summa theologiae I, qq. 3-11 has baffled many a commentator. Lawrence Dewan connects it with some texts of Aristotle's Metaphysics. Jeremiah Hackett studies Roger Bacon's Moralis philosophia. Dealing with Luther's attitude toward St. Thomas, Denis R. Tanz accepts Erasmus's verdict that the weight given to Thomas in theology was an important factor in propelling Luther out of the Roman Catholic orbit. This opinion, however, confounds appearances with the real reason for leaving, namely, estrangement from several central positions of Catholic doctrine. It is a tribute to the Catholicity of Thomas that after 1519 Luther came to identify the Pope, the Church and all scholastic doctors with the Thomists and said that the Church had become the synagogue of the papists and the Thomists: Thomas had been made the arbiter of heresy. Mark F. Johnson stresses the sapiential character of the sacra doctrina. Mark D. Jordan wrestles with the question why Thomas wrote his Aristotelian commentaries. Arguing in the line of Owens's interpretation he reduces their importance with regard to Thomas's own positions. Jordan seems to think that Thomas's philosophy cannot be formulated without his theology, an explanation which is hardly satisfactory. Armand Maurer submits some reflections on St. Thomas's notion of presence. The question to what extent Albert the Great contributed to Aquinas's treatises of the morality of human acts and of natural law is examined by Ernest J. McCullough. Walter H. Principe points out how, according to Aquinas, food is assimilated into the veritas humanae naturae. Eric A. Reitan retraces Weisheipl's analysis of Aristotle's Physics and of St. Thomas' Commentary: the axiom, "whatever is moved, is moved by another" can be understood only within the context of the general science of nature. In his Liber de causis et processu universitatis Albert came to hold the same position as Thomas on the demonstrability of creation and of its beginning in time. Two final articles concern the difficulties underlying Aristotle's arguments in Physics 7 and 8, and Aquinas and Newton on causality: William Wallace connects Newton's universal gravitation with the axiom that nothing acts on itself. “Towards a Theory of Taxation” is a proper theme for an Englishman to take when giving a paper in America. After all it was from the absence of such a theory that the United States derived its existence. The Colonists felt strongly that there should be no taxation without representation, and George III was unable to explain to them convincingly why they should contribute to the cost of their defense. Since that time, understanding has not advanced much. In Britain we (...) still maintain the fiction that taxes are a voluntary gift to the Crown, and taxing statutes are given the Royal Assent with the special formula, “La Reine remercie ses bons sujets, accepte leur benevolence, et ainsi le veult” instead of the simple “La Reine le veult,” and in the United States taxes have regularly been levied on residents of the District of Columbia who until recently had no representation in Congress, and by the State of New York on those who worked but did not reside in the State, and so did not have a vote. Taxes are regularly levied, in America as elsewhere, on those who have no say on whether they should be levied or how they should be spent. I am taxed by the Federal Government on my American earnings and by state governments on my American spending, but I should be hard put to it to make out that it was unjust. Florida is wondering whether to follow California in taxing multinational corporations on their world-wide earnings. (shrink)
